XSL-FO Reference Manual Definition and Usage
<Fo: footnote> object is defined in region-body inside page of a footnote.
If the <fo: footnote> is not assigned to the descendants of region-body flow, this is a mistake.
If the <fo: footnote> is a generation fo absolute positioning region: block-container offspring, this is a mistake.
<Fo: footnote> object can not put <fo: float>, <fo: footnote> or <fo: marker> As offspring.
